Correct! The "master craftsman" refers to Feanor, who wanted to enshrine some of Galadriel's locks because he was infatuated with her hair, which he thought captured the light of the Two Trees. To his disgrace, she refused. In some accounts, the blent light caught in her hair inspired him ...
